All CPE sessions will be held at Midlands Technical College, Airport Campus West Columbia, SC 29170- Mary Robertson Conference Room, Academic Center 143. Session Topic: “Effective Habits of Government Finance Officers”

The demands on government finance officers are as great as ever. When these demands are coming from many different directions, it is easy to get pulled away from what is really important. While you have many different responsibilities, there are some “habits” that are very important you diligently continue and sustain. Larry will give you an “outsiders” perspective that will hopefully generate some good discussion from fund balances to capital projects to projections to IT. Maybe you can help us come up with some more “habits” that Larry has not included.

Larry is a founding partner of Greene, Finney & Horton (“GFH”), and a CPA firm with offices in Greenville, Mauldin and Mount Pleasant.

GFH primarily provides:

  • Audit and advisory services to governments and nonprofits
  • Tax, bookkeeping and payroll services through BOSS (Back Office Support System) to business, nonprofits and local governments

Larry is a frequent presenter and writes articles for various association publications. He is married with three children and two grandchildren, the latter being the best gig ever.

Thursday July 16, 2015 CPE Class

Session Topic:

  • Morning Session: “The Changes in the A-133 Models”

Does OMB Circular A-133 have you running in circles? This course provides you with the knowledge to be more efficient and effective at planning and preparation for audits in accordance with the requirements of OMB Circular A-133 and the Single Audit Act Amendments. Make sure your skills are up-to-date with the latest information and find out what changes are planned for this challenging audit area.

  • Afternoon Session: “The Changes in the COSO Models”

This session will focus on how to plan for and transition to the 2013 COSO Internal Control Integrated Framework. An approach to adapt to incremental changes in the new framework will be presented, in addition to considerations related to the assessment of control maturity. All components of the framework will be addressed with special emphasis on: 1) control environment; 2) risk assessment; and 3) information and communication. Practices helpful in assessing an existing control framework in the context of both external financial and non-financial reporting objectives will be discussed.

Speaker: Mr. Steve Blake, CPA, CFE, CICA

Steve Blake came to South Carolina in May, 1983. He is an honor graduate of Southern College with a Bachelor of Science Degree in Accounting. He is a member of the Special Review Committee of the Government Finance Officers Association, for which he reviews comprehensive annual financial reports for the Certificate of Achievement Program. Steve has extensive experience with audits of State and local governmental entities, agencies of State and local government, non-profit entities, colleges and universities, federal and state grant programs. Steve is also a member of the Government Finance Officers Association of South Carolina and the South Carolina Association of CPA’s. Steve works with governmental and non-profit clients in providing attestation and training services. Besides being a CPA Steve holds the following additional certifications: Certified Fraud Examiner, Certified Internal Control Auditor and Chartered Global Management Accountant.

Thursday, August 20, 2015 CPE Class

Session Topics:

  • Morning Session: Risk Management – Minimizing your Exposure / Maximizing your Potential (9:00AM-12:15PM) 

This session will discuss what the IRF is and the services it offers to state agencies, what risk management is, how to evaluate and address your risk and how best to minimize your physical and finance exposure.  Sara will also share with us some best practices and real case studies/scenarios.

  • Afternoon Session: Recognizing & Responding to Fraud Risk in Governmental & Not-for-Profit Organizations (1:00PM– 5:00PM) 

This session will discuss recognizing the common fraud schemes often perpetrated in governmental and not-for-profit organizations. It will also cover the auditor’s responsibility with respect to fraud in a financial statement audit and will help develop strategies to prevent, deter, and/or detect fraud.

CPE Hours: 4 per course

Speaker for the morning session: Ms. Sara Stewart

Sara Stewart is currently a Senior Field Agent with the Insurance Reserve Fund. She has been with the Fund for three years, traveling the state and meeting with customers. During these meetings, she reviews areas of potential concern for the insured and advises on coverages that are appropriate for the risk of the entity. Prior to that, Sara worked as an auto liability claims representative for five years, where she determined if coverage was available and determined the liability for the collision. Prior to graduating from the University of South Carolina, Sara worked in an insurance office from the age of 16.
