GRANTS & COMPLIANCE COORDINATOR

JOB DESCRIPTION

Department:    Administration

Reports to:    Director of Finance and Administration

FLSA Status:    Non-Exempt

Approved Date:    February 21, 2018

 

Summary:

Under the general supervision of the Director of Finance and Administration, the Grants & Compliance Coordinator will supervise grants and compliance functions and requirements of the Authority. Write and research grants for agency funding needs. Monitor contract compliance. Work collaboratively and cooperatively with the Executive Director, Finance Director and all other appropriate staff to ensure effective results.

Essential Duties and Responsibilities:

  • Oversee grants and compliance requirements and functions including but not limited to:
    • FTA and SCDOT grant applications, milestone progress reporting, federal financial reporting and TrAMS administration
    • National Transit Database (NTD) reporting and SCDOT Opstat reporting
    • Operational reporting including: vehicle mileage; vehicle hours; passenger reporting; and other required reporting
  • Track, monitor, analyze and develop grant budgets
  • Complete monthly fare count reconciliation
  • Maintain current leases and monitor renewal dates for rented equipment etc.
  • Create and maintain agreements for contracted transportation and advertising sales
  • Register and insure all new vehicles. Remove vehicles from insurance when disposed.
  • Prepare all reports relating to Disadvantaged Business Enterprise (DBE), small business and veteran participation.  
  • Collect and analyzes data and prepares reports using a wide variety of methods and tools
  • Utilize a variety of software, methods and tools to compile data for reports
  • Prepare analysis and reports to local, state and federal agencies on a variety of data
  • Maintain and ensure adherence to policies including but not limited to EOEC, DBE, Title VI and ADA
  • Complete special studies and analytical projects
  • Other accounting duties assigned by the Finance Director

Supervisory Responsibilities:

This job has no supervisory responsibilities.

Qualifications:

Individual must be able to perform essential duties satisfactorily.  Must possess a valid S.C. Education and/or Experience:

High School Diploma or GED required; associates degree in Finance or Business preferred; with one to three years of related experience and/or training is required.  Computer experience is a must.  Experience in Microsoft Office.

Language Skills:

Ability to read, analyze, and interpret financial documents.  Ability to write reports and business correspondence.  Ability to effectively present information, hear, and respond to questions from groups of managers and employees.  Proficient written, oral communication skills and strong inter-personal skills.

Mathematical Skills:

Ability to perform mathematical calculations.  Ability to calculate figures and amounts and possess ten-key calculator skills. 

Reasoning Ability:

Ability to solve practical problems, apply common sense understanding to carry out written or oral instructions.  Possess the ability to deal with problems effectively and learn procedures that require a high degree of responsibility, accuracy, timeliness and precision.

Certificates, Licenses and Registrations

FTA grant and compliance trainings preferred, but not necessary.
