Job Description:

Description of Duties and Responsibilities: 
Provide leadership to and direct the daily activities of the 1890 Division of Finance. Unit is responsible for finance, accounting management and controls, budgeting and accounts payable. Develop and direct operations of capital budgetary processes, policy interpretations, development and dissemination of procedures, data accumulation, budget forecasting, ensure fiscal and physical resources are directed to achieve maximum positive benefits in support of the agency's mission. Maintain integrity in all fiscal systems by ensuring agency programs and fiscal practices are in compliance with all federal and state rules, regulations, laws and agency policy and procedure. Select, develop, lead, and coach staff within the unit of Finance to achieve goals and objectives; develop and maintains positive relationships with external customers and other professionals including internal and external auditors. Identifies operational gaps or weaknesses and suggests areas of improvement to operational procedures as needed. Attend Legislative hearings and present information for discussion of decision making. Serve as a liaison between government officials and community leaders. Actively participate as a member of the senior leadership team of the unit and serves as the chief advisor to the administrator in the area of 1890 Division of Finance. Receive, reviews and prepares related financial reports for internal and external agency requirements. 

Lead in the coordination of external agency distribution processes ensuring accurate calculations and timely distribution. Develops and improves standard cost accounting systems, including the recording, processing, reconciling and compiling of financial data not captured by normal accounting processes; Provide solutions to address risks associated with operations oversight. Investigates and resolves highly complex issues and researches solutions to prevent future events. Implements process improvement initiatives. 

Stays abreast of several accounting job functions and positions in the area and provides backup. Update agency accounting policies and procedures.  

Minimum Requirements for Entry into Position: 
A Bachelor's degree in finance, accounting, or related field. A Certified Public Accountant, A minimum of eight (8) years of experience as a professional accountant or auditor, including five (5) years of experience managing a financial accounting system, budgeting, procurement, inventory control, capital projects and information technology services. Middle to senior management level supervisory skills is a must. Must possess effective communication skills and the ability to successfully operate in a team leadership environment. Sound knowledge of governmental accounting principles and practice, understanding of governmental financial statements, and the ability to analyze and interpret complex financial data and reports. Ability to communicate effectively orally and in writing. Ability to make presentations and prepare reports. Must be sensitive to the completion of tasks and meeting deadlines. May be required to beyond the core hours. Ability to provide consultation and guidance to department supervisors regarding budgetary issues.  

Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.  

Preferred Requirements for Entry into Position:
A Master's degree, Certified Governmental Financial Officer (CGFO) is preferred.

Ability to establish and maintain excellent working relationships with other employees, technical staff, management, vendors and executive level staff within and outside of 1890.
