SUMMARY

The Finance Director will plan and oversee all accounting transactions, payables, receivables, general ledger, revenue, investments and year-end procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Maintains full integrity of all revenues, ensuring District policies, as well as state and federal laws and regulations, are followed.

  • Processes accounts payables, contingency, capital improvement, tank maintenance, and grant account invoices and payments. Answers related questions from vendors as needed

  • Maintains and balances investment accounts and debt service (revenue bonds).

  • Prepares monthly customer refund checks and revenue bond payments.

  • Prepares monthly capacity fee report and online transfer to contingency fund. Makes connection fee adjustments.

  •  Produces invoice for wastewater consumption from billing register.

  • Collects unpaid invoices.

  • Provides financial information and responds to financial questions to commissioners, management, employees, customers, or other interested parties.

  • Compares daily deposits and adjustments to journal entry generated by utility billing program.

  • Reconciles monthly bank statements.

  • Completes monthly accounting such as recording cash receipts, journal entries, balancing accounts, and running reports.

  • Compares monthly aged trial balance and deposit register from AR department to general ledger.

  • Prepares year-end close and adjustments.

  • Assist auditors with audit request.

  • Assist joint venture with financials.

  • Assist with inventory control and accounting of the District’s equipment and material.

  • Assist with rate model updates to calculate customer rates with input from Engineering and/or outside consultants.

  • Prepares annual budget for management and commissioner’s review and approval.

  • Serves as the administrator for commercial card and electronic reporting with financial institutions.

  • Supervision of one or more employees may be required.

  • Work is performed under general supervision by the Business Manager.

  • Performs related tasks as required.


KNOWLEDGE, SKILLS AND ABILITIES

  • Comprehensive knowledge of general laws and administrative policies governing utility practices and procedures.

  • Proficient with accounting software and standard office and accounting equipment.

  • Ability to prepare financial reports.

  • Ability to establish and maintain effective working relationships with commissioners, Management, District employees and occasionally vendors and/or customers.

  • Ability to communicate complex ideas effectively, orally and in writing.

  • Ability to supervise one or more employees as required.

  • Excellent organizational skills and attention to detail with a high degree of accuracy in work.


EDUCATION AND EXPERIENCE

A combination of education and experience equivalent to graduation from an accredited college or university with major course work in business, finance, accounting, or related field and 5 years’ experience in government accounting or similar organization.


CERTIFICATES, LICENSES, REGISTRATIONS

Certified Public Accountant is preferred. Other professional certifications within related fields may be considered. A valid driver’s license is required.


COMPENSATION

The employee shall be compensated on a salaried work week with normal hours being 8 a.m. - 5 p.m., Monday through Friday although after hour work may be required from time to time to fulfill the duties of the job. Employee will be paid bi-weekly (26 times per year).

Pay is based on skills, education, certification, experience, etc.
