Job Description:

Under limited supervision, plans, directs, controls, administers, and supervises the financial activities and programs for the City of Georgetown including cash management, Accounts Payable, Accounts Receivable, meter reading, inventory control, and purchasing. Consults with and advise to the City Administrator concerning the City’s financial affairs, development of financial operating policies and procedures, and the City’s financial goals and objectives. Manages and directs the overall financial and general accounting operations and reporting for the City, which includes financial controls. Exercises independent judgement in applying established generally accepted accounting practices and municipal accounting principles and practices. Provides information and recommendations to department heads regarding financial processes and procedures. Performs financial approval duties of the City Administrator in his/her absence and serves as the interim City Administrator in his/her absence. Reports to the City Administrator.

SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS

Plans, organizes and directs all programs and activities of the Finance Department, with emphasis on developing and maintaining effective procedures and procedural improvements to the City’s fiscal management system.

Supervises the operation of the Finance Department, including procurement, accounts payable, accounts receivable, revenue, utility billing, payroll, and information technology; assigns workloads and establishes work schedules; directs and supervises duties of assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on personnel matters; approving employee discipline, and recommending employee promotions, transfers, discharge and salary changes.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.

Provides for the adequate training and development of department staff.
Performs or assists subordinates with assigned duties; investigates and corrects technical errors.

Serves as the City’s chief financial officer (CFO), providing direct assistance to the City Administrator and City Council in financial matters and regarding various special projects.

Establishes and maintains internal control procedures, and ensures City compliance with recognized accounting and reporting methods.

Develops, analyzes and interprets statistical and accounting information in the evaluation of the fiscal soundness and operating effectiveness of the City.

Coordinates the daily management and investment of all City funds, including determination of cash needs. Forecasts and monitors the financial condition of the City and prepares related reports.

Directs the preparation and administration of the City’s annual budgets; reviews operating budgets periodically to analyze trends affecting budget needs; monitors revenues and expenditures and performs appropriate cost control activities.

Develops and administers the department budget; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time.

Directs and/or reviews the financial aspects of various City projects to ensure compliance with established policies and procedures.

Directs City accounting activities. Directs, reviews and coordinates the work of City staff related to annual audits by external auditors, and conducts periodic reviews of the City’s finances to detect and resolve discrepancies and other problems.

Prepares a variety of studies, reports and related information for decision-making purposes; prepares periodic and special financial reports as required by the City and other agencies.

Directs the preparation of the City’s Comprehensive Annual Financial Report.

Assists with City-wide administrative initiatives and projects; makes recommendations to the City Council and the City Administrator regarding rate changes, tax increases, changes in levels of services provided by the City, and other issues as appropriate.

Coordinates department activities and functions with those of other City departments and outside agencies as appropriate.

Conducts and attends various staff meetings as required; represents the City at various local, regional and national conferences and meetings; attends training, conferences and seminars as appropriate to enhance job knowledge and skills.

Receives and responds to inquiries, concerns, complaints and requests for assistance from City personnel, elected officials and citizens regarding general municipal financial matters; presents financial information and issues to external groups as required.

ADDITIONAL JOB FUNCTIONS

Maintains rapport with consultants and auditors.

Serves on interview panels.

Performs related duties as required.

ESSENTIAL SAFETY FUNCTIONS

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injuries or illnesses.

Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained.

MINIMUM TRAINING AND EXPERIENCE

Requires a Master’s degree in Accounting, Finance, Business Administration, or a closely related field with four (4) to eight (8) years of progressively responsible managerial experience in local governmental accounting, auditing, finance, and budgeting and or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires excellent analytical skills in public finance, and knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board pronouncements.

SPECIAL CERTIFICATIONS AND LICENSES

Certification as a Certified Public Accountant, Certified Public Finance Officer, or comparable professional designation preferred.

MINIMUM QUALIFICTIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Ethics: Public finance manages complex financial information and requires transparency, professionalism, integrity, honesty, and discretion.

Physical Requirements: Tasks involve the ability to exert very moderate physical effort in light work; typically involving some combination of stooping, kneeling, crouching and crawling, and which involves some lifting, carrying, pushing and/or pushing of objects and materials of moderate weight (up to 20 pounds).

Data Conception: Requires synthesizing or integrating analysis of data or information to discover facts or develop knowledge or interpretations; changes policies, procedures or methodologies based on new facts, knowledge or interpretations.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor. Requires negotiating, exchanging ideas, information and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions or solutions.

Language Ability: Requires ability to read a variety of financial, legal, statistical and technical documentation. Requires the ability to prepare financial/budget documents, agreements/contracts, technical reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence. Requires reading journals, manuals, and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, and people in other organizations; presenting training; composing original reports, training and other written materials, using proper language, punctuation, grammar, and style.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; and to deal with several abstract and concrete variables. Requires the ability to apply influence systems in managing a diverse staff; to learn and understand complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and to understand and implement basic office machinery functions.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages including legal, budgeting, etc.

Numerical Aptitude: Requires using algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a part of the job.

Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the City. Knowledge of principles and practices of leadership, motivation, team building and conflict resolution; knowledge of Generally Accepted Accounting Principles (GAAP) and financial reporting for various transaction types to include auditing, local government, and enterprise funds; knowledge of principles and practices of internal control procedures and practices as they apply to a public agency; knowledge of principles and methods of finance administration, particularly in the areas of accounting, budgeting, auditing, purchasing, treasury, business license and customer service; knowledge of principles and practices of organization, administration, and personnel management; ability to plan, direct and control the administration and operations of the City’s departments; ability to supervise, train and evaluate assigned personnel; ability to effectively administer a variety of finance activities; ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; ability to interpret and apply Federal, State, local and department policies, procedures, laws and regulations; ability to develop and install sound accounting and related financial systems and procedures; ability to prepare complex financial statements, reports and analysis; ability to identify and respond to public and City Council issues and concerns; ability to communicate clearly and concisely, both orally and in writing; ability to establish and maintain cooperative-working relationships with those contacted in the course of work. Comprehensive knowledge of all Federal, state, and local codes related to required work.
