Job Responsibilities

 

The Revenue and Fiscal Affairs Office (RFA) is seeking applicants for an Accounting Fiscal Analyst II position. This position is a key member of the RFA finance team serving as lead for accounts payable/receivables. This is an opportunity to work with an experienced team to advance your skills and knowledge of south carolina state government fiscal accounting processes and the South Carolina Enterprise Information System (SCEIS). Candidate must have the ability to prepare complex and detailed spreadsheets in Excel, Word, and PowerPoint. Must be able to interpret and analyze financial data, records, reports, and communicate effectively verbally and in writing. SCEIS experience is preferred. This position reports to the Accounting Manager working in a team environment.

Job Responsibilities Include:

  • Performs Accounts Payable (AP) duties serving as central point of contact for agency accounts payable activities 

  • Posts AP transactions in SCEIS accurately and on schedule

  • Processes AP documents by appropriate type; Blanket Purchase Orders, Standard Purchase Orders, IDT's, Direct Pay, according to agency, SCEIS, and CG policies and procedures

  • Assesses invoices upon receipt for purchase order and/or goods receipt and prepares payment packages

  • Scans supporting documentation into SAP

  • Maintains supporting AP tools; payment register, IDT Doc List, and SAP inbox   

  • Keeps current; knowledge and skills of AP processes, technology advances, SCEIS tools, resources, updates, and training

  • Responds to AP inquiries with professional, timely, accurate, and clear communication

  • Maintains and organizes AP supporting documentation for review by supervisor and auditing 

  • Serves as office cashier

  • Processes credit card transactions and incoming checks in compliance with agency policies and procedures

  • Prepares bank deposits for approval

  • Posts approved deposits as scheduled utilizing the Wells Fargo on-line portal and SCEIS  

  • Reconciles all bank deposits and credit card sales to SCEIS and internal reports as scheduled 

  • Prepares SCEIS adjustment requests (journal entry, reversal request, etc.) as needed

  • Assists RFA Wireless 911 section as needed processing cost reimbursement requests from local 911 jurisdictions on the S.C. Wireless 911 fund in compliance with SC code of Laws §23-47-65

  • Serves as the liaison for all building maintenance work orders and keeps inventory of all office keys and issuance to employees

  • Serves as the agency Parking and ID Coordinator 

  • Coordinates agency parking and ID badge needs with RFA HR and Parking Services to ensure compliance with DOA and RFA policy and procedures 

  • Responsible for acquisition of any requested short-term vehicle(s) rented through the proper state contract vendor(s)

  • Identifies need and requests for City of Columbia parking passes for meetings, secures passes, and distributes to staff timely 

  • Reconciles RFA's sales order form (SOF) database to accounting reports and documents associated with all recorded sales, researches discrepancies and resolves all related issues 

  • Assists accounting manager with managing and maintaining all active contract documents, records and spreadsheets

  • Processes invoices for sales and services rendered with accurate accounting codes into SCEIS 

  • Generates monthly aging reports, and follows up with customers to resolve outstanding payments according to agency procedures 

  • Prepares and maintains accounts receivable spreadsheets and notifies accounting manager of all issues related to the accounts receivable process 

  • Performs additional agency administrative duties as needed

 

Minimum and Additional Requirements

 

  • A high school diploma and three years’ work experience in a related area such as accounting, auditing, finance or banking. A bachelor's degree with minimum 12 credit hours of accounting courses may be substituted for the required work experience

  • Ability to prepare complex and detailed spreadsheets using Excel, Word, and Power Point.  

  • Ability to maintain professional rapport with agency staff and customers

  • May be required to work overtime or outside the normal work schedule during year-end close and various office audits

 

Preferred Qualifications

 

  • Knowledge of government accounting procedures, practices, and policies 

  • Knowledge of state government fiscal and accounting processes, including South Carolina Enterprise Information System (SCEIS) accounts payable and accounts receivable modules 

  • Ability to communicate effectively, verbally and in writing 

  • Maintain discretion and confidentiality; exercise good judgment 

  • Ability to interpret and analyze financial data, records, and reports

Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience in accordance with State Human Resources Regulations to be considered for this position. Salary Range: $33,494.00 - $61,975.00 Annually
