KERSHAW COUNTY GOVERNMENT

Job Title:                     Accounting Manager

Salary:                         $45,546 - $52,725

Job Type:                    Full Time

Work Schedule:          Monday - Friday 8:00 to 5:00 

Location:                     Kershaw County Government Center, Camden SC

Job Purpose

The Accounting Manager is responsible for coordinating and supervising the Accounting and Financial activities of the Finance Department to ensure accurate and effective Accounting operations.

Primary Duties and Responsibilities*

The Accounting Manager will perform a wide range of duties including but not limited to the following:

Financial accounting and reporting

  • Develop and maintain timely and accurate financial statements and reports for the County Administrator
  • Prepare the annual budget under the leadership of County Administrator and County Council and review operating budgets to analyze and monitor revenues and expenditures
  • Ensure proper reporting and reconciliation of grant funds and expenditures
  • Document, maintain, and review for all financial transactions to ensure accuracy and adequate  supporting documentation
  • Develop and maintain financial accounting for cash management, accounts payable,  county’s purchase cards and petty cash
  • Oversee the bookkeeping function including maintenance of the general ledger, accounts payable, and payroll
  • Issuance of 1099’s
  • Prepare all reports and forms for ATAX
  • Prepare Use Tax reconciliation
  • Maintain cash balances on Special Revenue Fund, Capital Fund, Sewer Fund, EMS Fund, Debt Services Fund, Solicitor Fund and Clean Community Fund
  • Assist Family Court in DSS Unit Cost reimbursement
  • Manage and prepare Worker’s Compensation Audit
  • Auditing of County’s purchase card expense reports

Payroll preparation and administration

  • Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner
  • Oversee all monthly, quarterly and year-end reporting and balancing for Payroll
  • Issue all payroll reports to governmental agencies
  • Comply with all laws regarding documentation of salary changes and overtime

 Budget preparation

  • Work with all directors and elected officials on budget preparation to include any new rate changes for payroll and fees for services
  • Prepare worksheets for County Administrator and County Council for budget reviews

Office Administration

  • Oversee and supervise the administrative function of the organization including  payroll and accounts payable
  • Supervision of three employees  (payroll and accounts payable)

Qualifications

Education

Requires a Bachelor’s degree in Accounting, Finance, Business Administration, or related field supplemented by four years of local government management experience in a supervisory capacity: or an equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities.

  • Certified Government Finance Officer (CGFO) Preferred not required

Knowledge, skills and abilities

  • Knowledge of generally accepted accounting principles 
  • Knowledge of Federal and State of SC legislation affecting Counties
  • Knowledge of  legislation on Employment Standards
  • Payroll experience required

Proficiency in the use of computer programs for:

  • Accounting (CSI preferred)
  • Microsoft Word 
  • Excel
  • Power Point

Perform all other related duties as assigned

Sedentary work involves sitting most of the time, also involves walking and standing 

Must be able to lift/carry weights of five to twenty pounds
