- Job Responsibilities

Manages an area within agency's financial system to include all related accounting and financial management functions and compliance with associated federal and state laws. Serves as a subject matter expert for all grant related financial matters and manages funds management and grant management functions and modules within SCEIS.
Provides technical assistance to agency officials in the implementation of state budgetary policy and procedures. Analyzes state and/or federal budgetary procedures for fiscal requirements.
Prepares monthly/quarterly/annual statewide and federal reporting requirements, financial closeouts or extensions. Maintains all financial and budget records for inspections and grant related internal and external reports. Assists in preparation of annual federal and state budgets and budget requests. Provides internal auditing and liaison services.
Reviews, analyzes and evaluates existing financial policies, systems, operations, procedures and documents to develop improvements in efficiency, effectiveness and productivity. Performs other duties as assigned, including providing cross training support to other managerial areas of finance to serve as a key backup in case of absences (occasional or extended) with other fiscal operation positions.
Serves as a agency-wide team lead in a) coordinating disaster recovery projects (financial reimbursement) in partnership with the federal agencies, b) implementing Volunteer Strategic Assistance and Fire Equipment (V-SAFE) grant funding.
- Minimum and Additional Requirements

A bachelor's degree with accounting courses and professional experience in a related area such as accounting, auditing, banking or finance. A combination of education, relevant training, and experience may be considered in substitution for a bachelor's degree upon approval by the State Human Resources Division.
Position is in an office environment but some work outside of normal business hours and/or out-of-town and overnight travel is expected. - Preferred Qualifications

A bachelor's degree and a minimum of five (5) years of relevant experience in governmental finance management and/or accounting, general ledger management, auditing, grant accounting, and grant monitoring procedures; certification as a Certified Professional Accountant and/or Certified Government Financial Officer.
