Position Description

 

POSITION TITLE:  Human Resources Manager

 

DEPARTMENT:      Administrative Division

 

STATUS:                 Non-exempt, Full-time

 

GENERAL NATURE OF WORK: Under supervision of the District Fire Chief, this administrative position is responsible for the development of processes and metrics that support the achievement of the District’s goals.  Responsibility for planning, developing, recommending, and implementing human resources policies, procedures, activities, and programs to include benefits management, insurance benefits and knowledge of the SC Retirement System policies, hiring process, worker’s compensation administration, COBRA management, and ensure strict compliance with all State and Federal legal regulations and requirements.

 

Strategy:

  • Assist the Fire Chief and Fire District Commissioner Board on developing short and long-term objectives, goals, and strategies.
  • Provides leadership to staff through effective communication, goal setting, and delegation.
  • Ensures human resources policies and procedures are consistent with the Fire Districts goals.
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; participating in professional societies.

 

Performance:

  • Maintains and administers employee benefit programs and informs employees of benefits by researching and assessing benefit needs and trends; recommends benefit programs to management; directs the processing of benefit claims; designs and conducts educational programs on benefits; ensures all beneficiary forms are current and up to date; annual open enrollment.
  • Ensures legal compliance by monitoring and implementing applicable human resources federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings; interprets and coordinates state and federal regulations to organization and employees.
  • Prepares budget of human resources operations.

 

Employee Relations:

  • Plans and conducts new hire orientation to foster positive attitude toward District’s goals and mission.
  • Out-processing of employee, to include all aspects of COBRA management, to include all notifications and monthly billing.
  • Coordinates recruitment and employment functions to include posting jobs, screening applicants, conducting interviews, performing background checks & reference checks.
  • Worker’s Compensation administration.
  • Track the use of various personnel related leave of absences to include FMLA, military leave, workers’ compensation, and jury duty.
  • Ensures questions and concerns of members are promptly and courteously resolved.

 

Education/Experience

  • Bachelor’s Degree from an applicable field from a certified university or college
  • HR Designation highly preferred (PHR, SPHR, SHRM-CP)
  • Combination of experience, education, and designation/certification

 

 

Salary Range: $75,000 to $85,000 DOQ.
