The incumbent for this position will coordinate and perform professional accounting duties associated with the fiscal and programmatic responsibilities of the SC Department of Public Safety's Highway Safety Grants Program.


Performs all financial monitoring for Highway Safety grants awarded externally as required by federal regulations and departmental policy. Verifies equipment purchases on-site at each subgrantee agency and reviews internal financial records maintained by the subgrantee. Prepares financial monitoring reports with detailed findings essential to the proper maintenance and review of grant funded projects. Prepares correspondence to subgrantees, assimilates information from subgrantees, and provides reports to the senior accountant responsible for the program. Archives files per department policy.

Receives for approval all Law Enforcement Network Request for Payment documents. Analyzes requests for payments, ensuring reimbursements made to subgrantees are based on the assimilation of properly completed documentation with certifiable financial transactions. Prepares documentation and notifies subgrantee for resolution of problems discovered during the review of documentation submitted with the request. Responsible for approving financial calculations and compiling final reports for posting transactions in SCEIS by OHSJP Business Office staff member. Serves as backup for all external subgrantee Request for Payment documents.

Collects, assimilates and compiles backup documentation of all internal grants to ensure the accuracy of financial data being charged. Monitors internal grant expenditures to ensure compliance with federal guidelines. Responsible for maintaining/filing all financial documents in internal/external grant files each month after the NHSTA draw down. Serves as backup to enter information into the de-obligated budget report for Highway Safety internal grants and monitor expenditures on a monthly basis to ensure financial transactions are reconciled to the NHTSA draw down.

Creates financial transactions in SCEIS essential to posting disbursements authorized for payment to subgrantees.

Responsible for providing technical assistance to program/office staff members in the financial development of internal grant fiscal issues and reviews internal grant revisions. Prepares special reports for distribution to management and programmatic staff as needed.

Assists with preparing journal entries to adjust financial transactions inclusive of budget entries as needed. Assists federal auditors with quarterly grant reviews as needed.

Prepares and submits sub-award reports as required by the Federal Accountability and Transparency Act (FFATA). Assists with other financial reports as needed.

Conducts presentations at designated workshops/conferences as needed to potential and awarded subgrantees on the submission of financial applications, to include budgetary and financial reporting forms, property control forms, financial record-keeping requirements and Federal audit requirements.

Performs other related duties as required.

 

Minimum and Additional Requirements

State Minimum Requirements

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.


Agency Additional Requirements
A bachelor's degree in accounting, finance, business or related field and at least three (3) years professional experience in a directly related area, such as accounting, auditing, finance, or banking.

Each additional year of relevant experience may be substituted for the educational requirement as an acceptable equivalency approved by the Division of State Human Resources. 

Knowledge of federal, state and local laws related to Federal grants preferred. Proficient in Microsoft Excel. Knowledge of the principles, practices, theories and terminology of accounting preferred. Knowledge of state government fiscal and accounting processes preferred. Experience with the SCEIS Grants Management module. Ability to interpret and analyze complex financial data, records and reports. Ability to produce clear and concise reports from complex financial data. Good communication skills, both written and oral are essential for this position.

Must be able to give presentations at various state and local meetings and conferences. In-state travel is required for monitoring agencies and some out-of-state travel is required for NHTSA training.

Additional Comments

Employee will function under limited supervision. Employee must be able to coordinate several items simultaneously. Excellent organizational skills and strong computer skills are necessary.
