You will work closely with the Accounting/HR Manager to oversee a team of employees that perform general accounting functions. 

You will ensure the accurate documentation of all financial transactions and the timely payment and receipt of all moneys. 

You will recommend and assist in developing and implementing agency policies and procedures related to financial management. 

You will direct accounting for construction projects, contracts, bookkeeping, expenditure monitoring, collections, vendor payments, financial statements, and auditing. 

You will oversee the agency’s purchase order process. 

You will assist agency officials in the implementation of state budgetary policies and procedures and interpret and apply the legislative intent of appropriation acts. 

You will provide research and analysis of all data available on state term contracts and related areas for development and implementation of improvements on state term contracts.

You will review agency budgetary adjustments and new personnel position requests and monitor agency patterns of expenditure. 

Directs the development, preparation, and compilation of financial data for GAAP reporting. 

Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and 5 years professional experience in a related area, such as accounting, auditing, finance, or banking. 

Experience with the SCEIS system.

Experience with General Accepted Accounting Principles (GAAP) Closing packages.



Additional Requirements
 

Knowledge of the principles, practices and theories of accounting, auditing, banking, budgeting, or financial management. 

Knowledge of state governmental fiscal and budgetary processes. 

Knowledge of SCEIS financial modules and reporting systems. 

Ability to plan and implement a financial management program. 

Ability to interpret and analyze complex financial data and reports. 

Preferred Qualifications

Knowledge of the State of South Carolina, Office of the Comptroller General’s Reporting Policies and Procedures 

Proficiency in Microsoft Suite  

Ability to interpret and analyze financial data, records, and reports. 

Ability to multi-task, work independently and exhibit strong attention to detail with a high level of accuracy.
