THIS IS A HYBRID POSITION WITH REPORTING LOCATION ST. GEORGE, SC.

JOB SUMMARY
The purpose of the class is to perform internal audits and compliance reviews of all Departments/Offices, including elected and appointed officials, to ensure county operations and programs are consistent with established goals, plans, policies, and procedures. The Officer will work closely with Controller and CFO with little to no directives from supervisor to meet audit deadlines, compliance and reporting deadlines, project deadlines, as well as all other tasks assigned.  This role demands expertise in finance operations within the public sector. This class works within a general outline of work to be performed and oversees work that involves the use of complex technical or mathematical concepts that increase the efficiency and effectiveness of the organization.



 

Duties

ESSENTIAL JOB FUNCTIONS
•Prepare Audited Financial Statements, Tables and Other Data and detailed reports on audit findings.
•Report to management about audit results and recommend changes in operations and financial activities.
•Prepare, analyze, or verify annual reports, financial statements, and other records, using accepted accounting and statistical procedures to assess financial condition and facilitate financial planning.
•Communicate with key stakeholders to determine project requirements and objectives. Develop or update project plans including information such as objectives, technologies, schedules, funding, and staffing. 
•Plan, schedule, or coordinate project activities to meet deadlines.
•Examine and evaluate financial and information systems, recommending controls to ensure system reliability and data integrity.
•Provide direction, assistance, and regulatory compliance training to other organizational units regarding accounting and budgeting policies and procedures and efficient control and utilization of financial resources.
•Conduct internal auditing and compliance reviews of all Departments/Offices, including elected and appointed officials. Collect and analyze data to detect deficient controls, duplicated effort, extravagance, fraud, or non-compliance with laws, regulations, and management policies.
•Inspect account books and accounting systems for efficiency, effectiveness, and use of accepted accounting procedures to record transactions.
•Establish guidelines for procedures and policies that comply with new and revised regulations and direct their implementation.
•Develop policies and procedures and seek approval of executive team for implementation to ensure compliance and success of county operations.
•Evaluate and redesign existing financial workflows to improve efficiency, reduce manual intervention, and ensure compliance with governmental regulations and standards.
•Ensure that the Enterprise Resource Planning (ERP) system adheres to governmental regulations, financial standards, and internal security protocols.
•Attends training, meetings, workshops, conferences, etc., as necessary to maintain job knowledge and skills.
•Performs emergency operations duties as assigned.
•Performs other related job duties as assigned. 

 

Qualifications

QUALIFICATIONS
Education and Experience:

Requires a Bachelor’s degree in accounting, Finance, Business Administration, Public Administration or a related field applicable to position. A Master’s degree in a related field is preferred.

Requires at least five (5) years of proven experience in Governmental Accounting and Finance.

 

Additional Requirements

Special Qualifications:
Must possess a valid state driver’s license.
Designation as a Certified Public Accountant is required
Project Management Professional certification is preferred.
Certified Governmental Finance Officer is required.

Position Type and Expected Hours of Work
This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m.  Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hours each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.
