Bios for 2026 Board Slate

Patrick Jarvis – President Elect

Patrick Jarvis joined the SC Department of Commerce as the Chief Financial Officer in July 2023, bringing over 15 years experience in state government finance. Prior to joining Commerce, Patrick was the Chief Financial Officer at the SC Department of Labor, Licensing and Regulation.

A Certified Government Finance Officer, he has also served in finance management roles with the SC Attorney General’s Office, SC State Treasurer’s Office and SC Department of Agriculture.

Patrick is a native of South Carolina and a graduate of the University of South Carolina. He lives in Columbia with his wife and two children.

Secretary – Jeremy Allison

My name is Jeremy Allison, and I am originally from Pensacola, Florida. I would bring a unique and valuable combination of experience and expertise to the GFOA Board. As a six-year employee of the South Carolina Department of Motor Vehicles who currently serves as the Budget Officer, I possess deep operational knowledge of Governmental Finance processes. Additionally, my credentials as a Certified Public Accountant (CPA) demonstrate a strong foundation in financial oversight, internal controls, and audit best practices. With my dual background, I strive to provide insightful, detail-oriented, and practical contributions to the Government Finance industry, ideal for advancing GFOA’s commitment to transparency and accountability.

  1. Education

I hold a Bachelors and Master’s in accounting with concentrations in CPA and Taxation. This academic foundation provides the analytical and theoretical grounding essential for overseeing complex governmental budgets and finance operations.

I have undertaken advanced coursework or completed executive development programs such as the GFOASC’s Certified Government Finance Officer (CGFO) program at USC and courses for the Certified Public Accountant (CPA) certification. These programs emphasize best financial practices and ethical standards in government operations—skills directly aligned with the responsibilities of a board member.

  1. Awards and Recognitions

I have been recognized via internal awards, state-level acknowledgments, and peer-nominated accolades—for excellence in budget management, transparency initiatives, or financial innovation, that demonstrates a proven track record of leadership and integrity.

Columbia Business Monthly, Best and Brightest 35 and Under (September 2024)

  • I was featured in a publication by Columbia Business Monthly as the Best and Brightest 35 and under, for my contributions to the State of South Carolina providing internship opportunities to local college students to promote interest in the governmental finance industry.
  • My agency (SCDMV) has recognized my accomplishments internally for extensive cost saving planning, COVID-19 response and action plans, and development of the intern program at SCDMV
  1. Oversight of a Large-Scale Budget

I oversee SCDMV’s multimillion-dollar budget, prepare forecasting and ensure compliance with federal and state funding regulations. This hands-on experience would be critical for evaluating GFOA’s financial strategies, reviewing investments, and guiding sound fiscal policy.

State Representative – Breta Rheney

I am currently employed by SC Public Employee Benefit Authority. I have almost 40 years of work experience in the field of finance with most of this time in the private sector. The last 12 years of employment have been in government. I am a Certified Public Accountant (CPA).

Upon obtaining my first government position I was encouraged to join GFOASC and have been a member ever since. My first active role with GFOASC was to chair a Spring Conference. I followed that by serving as President in 2015. I also completed the term for a Director position as an appointment by the President.

In my free time I love to read and spend time with my family.

Director – Angie Graham

My name is Angie Graham, and I currently serve as a Senior Accountant for the State Treasurer’s Office, Debt Management Division. I manage the State’s Capital Improvement Projects, Debt Servicing, A-1 processing, and assist with the administration of the Master Lease Program. For the last ten years, I have been the principal author of South Carolina’s Local Government Debt Report, a key publication promoting transparency and public access to municipal financial data statewide.

From an academic standpoint, I hold the Certified Government Financial Officer (CGFO) designation and a Bachelor of Arts in Sociology with a minor in Business (Accounting) from the University of South Carolina.

I believe strongly in GFOASC’s mission to promote professional competence of individuals managing public funds and I am eager to offer over forty years of banking, finance, and accounting experience to advance the organization’s initiatives.

As a proud native South Carolinian, I appreciate the spirit of our motto – ‘smiling faces, beautiful places’—and enjoy all our state has to offer. Outside of work, I enjoy running, paddling local waterways, cooking, attending a sporting event, or spending time traveling with friends and family.

Director – Chris Wimberly

Chris Wimberly is the Chief Financial Officer for the South Carolina Department of Environmental Services, where he leads the Budget, Business Management, Financial Management, and Procurement divisions. With over a decade of experience in state government finance, Chris brings a deep understanding of operational efficiency and fiscal stewardship.

He previously served in key roles at the former Department of Health and Environmental Control (DHEC), including Operational Reporting and Analysis Manager, Environmental Affairs Budget Manager, Cost Accountant, and AR Analyst. His career began at the State Treasurer’s Office and as a Credit Analyst at one of the nation’s largest banks.

Chris holds multiple professional certifications, including Certified Government Finance Officer (CGFO), Certified Treasury Professional (CTP), and Certified Public Manager (CPM). He earned his bachelor’s degree in psychology from Francis Marion University and an MBA and Graduate Certificate in Leadership from The Citadel.

GFOASC has played a pivotal role in my professional development by fostering collaboration, innovation, and shared learning across South Carolina’s government finance community. I’ve benefited immensely from the relationships and insights gained through this organization.

As a board member, I would work with the team to expand GFOASC’s reach and impact—helping others discover the same value I’ve found. I’m a big believer in streamlining government operations, improving and enhancing financial processes, and building relationships across agencies. Serving on the Board would be an opportunity to continue to foster those beliefs while helping shape the future of government finance in our state.

President Elect (Special Election 2025 unexpired term) – Allison Williams

Allison Williams is the Director of Administration at the Office of the Comptroller General where she has been since 2013. In this capacity she serves as the Director of Finance, Procurement, IT and Human Resources for the agency. Prior to working at the SC Office of the Comptroller General, Allison worked at the SC Department of Insurance for eight years in the Administration & Finance Division. She oversaw accounts payable, payroll, and supervised the accounts receivable division.

Even though she has been a member since 2011, it wasn’t until after attending the 2016 Fall Conference as a new attendee she became more involved with the organization. She learned what the organization offered its members and knew her skill set and professional knowledge would complement the organization’s objectives in many capacities. This interest and willingness to serve led to leadership positions within the organization as listed below:

During her tenure as president the Board approved increasing the scholarship amounts awarded to college and high school students. While she was spring and fall conference chair, she kept the conference spending below budget. Since she has been sponsor coordinator, she continually exceeds goals for sponsorship and recruiting new sponsors. She also runs the LinkedIn page for GFOASC, assists with the GFOASC website, and Cvent website and app.

The committees, learning the processes, meeting new people and building relationships has been very fulfilling and rewarding. It truly is Allison’s passion to serve the organization. Allison is hoping to have the opportunity to become your new Board member!

It is with much excitement Allison watches the organization grow. Her experience thus far, and more if elected, is certainly a benefit to the outstanding professionals of this financial organization.

Allison lives in Columbia with her son (19) and daughter (13). She is a natural leader, straightshooter, and team player. She loves to laugh and make people smile.
