Under direction of the Budget Manager, this position provides analytical support to upper City management, assists with coordination of City-wide budget activities, coordinates special projects and programs; responsible for analyzing and documenting budget and business procedures, recommending process improvements, and developing the functional and technical requirements related to Budget operations; assists with the planning, coordinating and preparation of the City’s operating and capital budgets; the collection and analysis of departmental budget estimates and the monitoring of spending; and performs related duties as assigned. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision. Work is performed with considerable independence and initiative under the general direction Budget Manager, but will also interact significantly with other City Departments, employees of other City departments, project managers and technical resources. Work is reviewed through conferences, periodic reports, and the effectiveness of programs and procedures.

ESSENTIAL JOB FUNCTIONS:

• Reviewing and evaluating budget requests;
• Provides analytical support on budget activities, special projects and programs for

upper City management;
• Performs budget transfers, sets-up budgets; prepares materials for budget process

and reviews budgets;
• Assists with the development, preparation, implementation and monitoring of the

annual operating and capital budget;
• Assists with development of annual budget book for publication;
• Reconciles and analyzes funds and other financial data, gathers data for and prepares

a variety of complex financial reports and performs specialty work as needed to

present the City’s Annual Budget;
• Provides technical assistance to departments in areas related to budget preparation

and implementation as well as the interpretation of financial data;
• Collects, analyzes and summarizes capital improvement program requests;

  • Gathers data, analysis, and report preparation;

  • Assists with the City’s performance management program;

  • Conducts research;

  • Prepares a variety of required records, reports and correspondence;

  • Receives and responds to inquiries, concerns, complaints and requests for assistance

    in areas of responsibility;

  • Performs a variety of clerical work as required, including but not limited to typing

    reports and correspondence, copying and filing documents, entering and retrieving

    computer data, sending and receiving faxes, answering the telephone, etc.;

  • Attends staff and City meetings as required;

  • Attends training, meetings, seminars and/or workshops as required to enhance job

    knowledge and skills; and

  • Department Website maintenance

  • Performs other related duties as assigned.

    MINIMUM REQUIREMENTS TO PERFORM WORK:

    • Bachelor’s degree in public administration, business administration, finance, accounting or closely related field;

    • Three (3) years of relevant prior experience in government;

    • Valid South Carolina Class “D” Driver’s License.

    • Preference given to Certified Government Finance Officers or other public sector

      certification,

      Knowledge, Skills and Abilities:

  • Understanding the government’s budget process and procedures outlined in its budget manual

  • Understand the government’s goal-setting and policy information processes

  • Understanding the government’s expenditure and revenue structure and debt

    financing

  • Familiarity with government fund accounting, governments’ chart of accounts and

    governments internal and external finance reports.

  • Proficiency with Government’s financial management system and desktop

    applications.

  • Knowledge of the operating departments and the analyst has responsibility over

  • Knowledge of the legal and regulatory impacts and constraints regarding revenues,

    expenditures and the budget process

  • Knowledge of addition and subtraction, multiplication and division, and/or calculating

    ratios, rates and percentages;

  • Knowledge of personal computer equipment with skill in the use of Microsoft Office

    preferred, utilizing Outlook, word processing, spreadsheet and presentation software

    programs; experience working in a enterprise resource planning (ERP) environment;

  • Knowledge of Sharepoint desired, but not required;

  • Knowledge of the principles, practices, and techniques of fiscal and performance

    analysis and research as related to municipal budgeting including the analysis of

    budget submissions;

  • Knowledge of the principles, procedures, and applications of governmental budgeting,

    governmental forecasting, governmental accounting, finance methods, research

    methods, evaluation methods, survey methods, and statistical techniques;

  • Ability to summarize, tabulate or format data or information in accordance with a prescribed schema or plan to facilitate the identification and extraction of useful

  • Ability to provide information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants;

  • Ability to use or handle machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;

  • Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;

  • Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills; and

  • Ability to take actions of others, requiring almost constant decisions affecting co- workers, customers or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.

  • Ability to work in a dynamic, fast paced environment while managing multiple priorities

    PHYSICAL DEMANDS:

    The work is considered light and involves walking or standing some of the time and involves exerting up to 20 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: fingering, grasping, handling, hearing, mental acuity, repetitive motion, speaking, talking, and visual acuity.

    Work environment involves exposure to no known environmental hazards; and is safe and secure that may periodically have unpredicted requirements or demands.
