JOB SUMMARY
This position typically provides the efficient execution of all activities related to the
purchasing of equipment and supplies at favorable prices and desired quality; maintains
contact with all departments and vendors and discusses and solves purchasing and
inventory problems; supervises all personnel in the department to ensure compliance with
purchasing ordinances and internal control procedures; and deals courteously and
effectively with fellow employees and citizens.


ESSENTIAL JOB FUNCTIONS:
 Directs the day-to-day operations of the Procurement Department which includes
staff supervision and departmental budget preparation.
 Plans, organizes and directs all programs and activities of the Procurement
Department, ensuring compliance with all applicable policies, laws and regulations.
 Develops and updates a countywide procurement manual which establishes County
standards for the purchase of goods and services.
 Administers and maintains procurement card program for entire County.
 Maintains a procurement and inventory system.
 Consults with Department Directors about current and future purchases and contract
needs, concerns and problems.
 Approves the procurement of a vast variety of commodities, equipment, machinery
and services necessary for the operation of all County departments.
 Reports to County Council as required.
 Prepares bid documents, conducts bid openings and obtains requests for proposals
of goods or services, construction, medical and professional serves.
 Drafts, formats and amends agreements of various purposes.
 Attends meetings with all departments in the County to discuss needs and procure
services and items.
 Reviews and purchases capital items for all departments.
 Trains new employees on County ERP/Purchases and P-card program as needed.

 Provides guidance and conflict resolution to department leaders
 Performs other duties as assigned.


MINIMUM REQUIREMENTS TO PERFORM WORK:
 Bachelor's degree in Purchasing or related field.
 Seven (7) years of related experience.
 Two (2) years of managerial/supervisory experience.
 Or equivalent education, and/or experience.


Special Requirements:
 Certified Professional Public Buyer (CPPB) and/or Certified Professional Public
Official (CPPO) designations desired.
 Must have and maintain a valid driver’s license for South Carolina with safe driving
record.
 Departmental testing may be administered during interview.
 A criminal background check will be completed on selected applicant if a current one
(less than 3 years old) is not on file.
Knowledge, Skills and Abilities:
 Knowledge of using personal computers, including advanced knowledge of Word
and Excel and Finance Enterprise software.
 Knowledge of procurement in a government entity.
 Skill in problem solving.
 Skill in public speaking.
 Skill in detail orientation and excellent customer service and communication, both
written and oral.
 Skill in filing, customer service, math, data entry and correct grammar usage.
 Ability to multi-task in a fast-paced customer service-oriented environment.
 Ability to efficiently complete tasks by following established guidelines/procedures
with minimal direct supervision.
 Ability to accept payments and prepare purchase orders.
 Ability to manage the budget and make budget recommendations.


PHYSICAL DEMANDS:
This position requires the employee to sit and use hands to handle or operate objects, tools
or controls; reach with hands and arms; and walk, talk and hear. The employee must
occasionally lift and/or move up to forty (40) pounds. Specific vision abilities required by this
job include close vision, distance vision, color vision, peripheral vision, depth perception and
the ability to adjust focus.


WORK CONDITIONS:
The work is regularly performed in a relatively safe, secure and stable work environment.
Thirty-seven and one half (37.5) hours per week. Normal operating hours are Monday
through Friday 8:00am until 4:00pm with the ability to work flexible hours when necessary.
Scheduled hours/days, job location, duties and any other information contained herein is
subject to change. May be required to work extra hours and to perform extra or different
duties during emergency situations.
