Job Description:

The purpose of this position to performs complex professional and administrative work assisting the Chief Financial Officer in planning, organizing, and directing the financial management of the City, and related work as apparent or assigned. Work is performed under the general direction of the Chief Financial Officer. The position is responsible for coordination and oversight of the annual budgeting activities for the City. Specific responsibilities include but not limited to providing leadership on: accounting and financial reporting, coordinating the issuance of debt to finance public facilities, and formulating and recommending financial policy.

 

ESSENTIAL JOB FUNCTIONS

  • Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. 
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise.
  • Designs, establishes and maintains an integrated financial management system, including budgeting, accounting and managerial financial reporting; furnishes timely data utilized in the evaluation, direction, and control of operations at various levels of management.
  • Formulates and prepares the annual budget and five-year plans; maintains economic information; collects data; formulates and updates financial models; utilizes financial models to estimates revenues; coordinates budget process with all City departments; coordinates expenditure request process; evaluates budget requests; provides guidance on capital, fleet and departmental operating budgets; analyzes policy options; presents recommendations and analysis to City Manager and Council.
  • Monitors budgetary performance; oversees quarterly budget reviews; reviews financial statements; identifies problems and opportunities; formulates and recommends strategies to remedy budget deficiencies; reviews budget status with departments; prepares ordinances and resolutions as needed; develops performance indicators to be used in integrating performance/financial evaluation; presents findings to Manager with recommendations; presents findings and recommendations to Council in mid-year and closing ordinances.
  • Plans, directs and supervises the financial and accounting systems for the City; develops and implements new funds, general ledger accounts, and software applications; develops, implements and reviews accounting procedures and guidelines; ensures all financial and accounting activities comply with local, state and federal regulations and accepted accounting practices. 
  • Conducts special analyses and studies; reviews developer proposals; conducts cost/benefit reviews of proposals; studies departmental programs and procedures with the operating departments
  • Plans, directs and supervises debt issuances and the purchase and maintenance of investments; maintains banking relationships with credit agencies and investment bankers; coordinates debt issuance by assembling working group, and preparing and reviewing documents; prepares materials for credit rating reviews; conducts rating presentations; monitors debt markets; negotiates prices or conducts bidding; schedules and conducts debt management activities after sale, including communicating with trustee as required, providing periodic assistance to rating agencies and investors in the review of City finances and project status, and providing annual reports and certifications to national clearinghouse agencies and repositories per Securities Exchange Commission requirements; authorizes wire transfers for all debt service payment; ensures debt service payments are accurate and complete; and oversees all City investments
  • Prepares or completes various forms, reports, correspondence, logs, cash flow projections, revenue and expenditure models, capital improvement plans, operating budget options and reports, financial analysis and reports, financing alternatives, debt plans, ordinances, resolutions and motions, official statements, regulatory and disclosure reports, audit documents or other documents.
  • Receives various forms, reports, correspondence, budget requests, financial schedules, plan proposals, economic and financial data, budget and financial reports, bank statements, contracts, policies, procedures, manuals, chart of accounts, accounting principles, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Communicates with City officials, employees, other departments, consultants, financial institutions, regulatory agencies, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction
  • Reviews financial documents and trade publications on economic conditions; may involve meeting with City departments or outside agencies to develop strategy to address needs.
  • Establishes, maintains and oversees internal controls to create a system of checks and balances to protect the financial security of the City.
  • In the absence of the CFO, attends and presents information at Council meetings and Council workshops.
  • Meets with various departments or agencies on financial needs and budgets, capital projects and other projects as needed.
  • Maintains comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.

Minimum Qualifications

Education and Experience:

Requires a Master’s degree in public finance, economics, accounting or closely related field; seven (7) years of progressively responsible experience in financial management and analysis, preferably in the public sector; or equivalent combination of education and experience.  

Licenses or Certifications:

Hold (or obtain within required time frame) a designation as a Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO); or Certified Public Finance Officer (CPFO).
