DESCRIPTION OF POSITION:  

This position performs managerial and expert-level professional duties in overseeing the daily direction and management of the college’s financial functions.  Major responsibilities include preparing and monitoring budgets, internal and external financial reporting, financial accounting, accounts receivable, accounts payable, cash receipts, internal auditing, developing and implementing related college fiscal policies and procedures, and auxiliary service operations.

Provides leadership, guidance, and technical expertise for the college’s financial accounting system.  Develops and monitors internal control policies and procedures; ensures compliance with federal, state, and college policies and procedures; and performs various audit functions of financial records.  Directs the workflow within the department to ensure compliance with established internal control policies and procedures.  Prepares performance evaluations and coordinates staff development and cross-training for employees.  Performs selected managerial review functions of the accounting office and is responsible for directing the accounting functions for all college activities, including grants and constructional/capital projects.

Prepares and monitors the college’s budget, performs budget vs. actual analysis on a regular basis, forecasts revenues and expenditures, and makes budget revision recommendations. Conducts annual budget meetings with managers to establish the upcoming year’s budget and communicates with these budget managers regularly throughout the year to discuss revisions and/or transfers. Trains new supervisors on the budgeting process.

Supervises the monthly and year-end closeout of the college’s financial system.  Provides administration with monthly and yearly financial reports.   Responsible for reconciling the college’s financial records with the state board's records at year-end, including revenues and inventory.  Serves as the principal liaison with independent auditors during the annual site audit and with state/federal auditors.  Prepares (in conjunction with the external auditors) the college’s financial statements with accompanying notes and schedules, in compliance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.

Directs the college’s auxiliary service functions (including bookstore, vending, and print shop). Provides direct supervision to the Bookstore Manager in day-to-day operations. Responsible for monitoring revenues, expenses, profitability, inventory contracts, and related RFPs. Also responsible for the bookstore’s interface with the college’s administrative software system for financial aid students.

Provides direction for the college's foundation's accounting, financial management, and reporting functions.  Assists in the direction of the college’s cash management program.  Analyzes and directs upgrades and modifications to the college’s financial software system (with assistance from IT).  Serves as financial liaison for many college-wide teams.  Performs other duties as directed by the VP of Business Affairs.

MINIMUM QUALIFICATIONS:

Bachelor's Degree + 15 semester hours in accounting related courses and 4 years of professional experience in related areas (accounting, auditing, banking, or finance)

PREFERRED QUALIFICATIONS:  

An advanced degree or professional certification, such as a CPA (Certified Public Accountant) license or CGFO (Certified Government Financial Officer), is highly desirable.

ADDITIONAL QUALIFICATIONS:

Additional skills and knowledge desired for the successful candidate:
Experience in developing and managing agency-wide budgets in a governmental or educational institution.
Familiarity with fund accounting, grants management, and compliance with federal and state financial regulations.
Familiarity with the principles and practices of accounting and financial audits in government.
Proficient understanding of GASB standards and their application in the preparation of financial statements
Commitment to high ethical standards and integrity, with the ability to handle sensitive financial information discreetly and professionally.
