Job Description:
General Purpose
Responsible for directing, coordinating, and supervising the fiscal and administrative programs,
activities and personnel of the District’s Finance / Administrative Services Division
Essential Duties and Responsibilities
• Plans, develops, and coordinates all customer service policies, procedures, programs, and
activities of the District
• Supervises the Finance Manager, Billing Supervisor, IT Manager, Customer Service Supervisor
and Customer Service Advocate
• Approves Division purchases, customer adjustments, monthly bills, and capital expenditures
• Approves, or designates staff to approve, Inventory Purchases, Payroll, and Accounts Payable
• Coordinates the District’s Capital projects funding
• Coordinates annual audits by external auditors
• Serves as the District’s Appeal Officer and oversees the administration of the customer appeals
program
• Supervises, plans and directs the establishment of coordinated administrative control over
District records retention, filing procedures, and internal financial control functions
• Recommends, monitors, and reports the investment activity of District funds
• Approves and prepares reports that summarize and forecast District business activity and
financial position in areas of income, expenses, and earnings based on past, present, and
expected operations
• Reviews and recommends annual budgets
• Assists managers and supervisors in departmental cost control
• Assists project coordinator in the preparation of applications for government
funds and in the control of the funds received
• Review reports required by regulatory agencies
• Reviews and updates existing accounting systems, forms, and procedures, and designs new ones
when required
• Approves budgetary and general ledger accounting journal packets
• Prepares performance evaluations on subordinate employees
• Interviews and makes hiring recommendations for subordinate positions in the department
• Trains, supervises, and disciplines employees in the performance of their duties
• Plans, schedules, directs, and supervises the work of staff members to maximize operational
efficiency
• Provides written recommendations that are given particular weight for all promotions, merit
increases, bonuses, or terminations of subordinate employees.
• Assigns duties and examines work for exactness, neatness, and conformance to policies and
procedures.
• Studies and standardizes policies and procedures to improve the efficiency and effectiveness of
operations.
Other Duties and Responsibilities
• Is available for on-call duties after normal working hours and to attend public and Board of
Directors meetings as required
• May perform portions of the work of higher classified positions, occasionally, as assigned.
• Serves on various employee or other committees, as assigned
• Performs related duties as assigned
Required Knowledge, Skills, and Abilities
• Intermediate computer skills including windows, word processing, and spreadsheets
• Ability to interact professionally with internal and external customers.
• Knowledge of accounting methods and practices
• Knowledge of GCWSD policies, practices, and procedures
• Knowledge of governmental utility operations
• Knowledge of automated data processing capabilities and techniques
• Knowledge of modern management theory and practical ability to develop and implement
practical procedures to appropriately implement solid financial and administrative programs
• Knowledge of public funding sources
• Ability to develop long and short-range plans in assigned areas
• Ability to make presentations before large or small groups
• Ability to communicate effectively verbally and in writing
• Ability to establish and maintain effective working relationships with employees, other
departments and the public;
• Ability to give clear and concise written and oral instructions
• Ability to guide, direct, and motivate employees
• Ability to analyze and solve problems and utilize project management skills
• Ability to supervise and manage personnel and processes
• Ability to plan and organize to carry out the strategic goals of the District
Required Education and Experience
• Bachelor’s degree in accounting, finance, public administration, or business
• 5 years related administrative and supervisory experience preferably in the public utility field
with at least 3 years in a management capacity
Desired Education and Experience
• CPA certification
