Job Title: CFO/Finance Director

Summary

Coordinates and supervises all operations of the Finance Department. Works closely

with Procurement, Information Technology and Tax Assessor. Performs a variety of

complex professional, administrative, supervisory and technical accounting and finance

functions involved in maintaining the fiscal records and systems of the County, and to

advice administrator and legislators in their oversight of County business affairs. This

position plans, organizes and implements programs within major organizational policies,

reporting program progress to executive-level administration.

Essential Duties and Responsibilities

The duties outlined below represent the majority of responsibilities required to execute this position. Other duties

may be assigned related to this type of work as necessary.

• Establishes and maintains internal control procedures, and ensures County compliance with state and federal

standard accounting procedures and its adherence to sound fiscal and administrative policies;

• Provide support to all departments in all fiscal affairs involved in the provision of services to citizens of the County;

• Works with County Administrator to prepare project, budgetary and financial recommendations for County

Council;

• Works with bond attorneys to issue general obligation bonds, revenue bonds and all other financial

instruments needed to ensure financial health and security of the County;

• Works with municipalities and school district to set millage and ensure tax distributions are accurate;

• Assists fire district(s) in budgetary compliance and attends meetings when requested;

• Oversees reconciliation of County’s bank accounts, including all proprietary funds and checks them for

accuracy;

• Manages daily operations of Finance Department to include all Accounts Receivable, Accounts Payable, Cash

Receipts, Capital Assets Management, Debt Service, Lease Management, Encumbrances, and Journalizing;

• Manages fuel cards and fleet, including maintenance and any lease purchase contracts associated;

• Reviews budget requests and recommends funding levels; monitors revenue and expenditures during fiscal2

year;

• Helps solicit proposals; recommends award; ensures requirements are met; coordinates project

implementation;

• Files quarterly DSS reimbursement reports and tracks revenue from the State;

• Assists in preparing and reconciling fixed assets records, records lease transactions, and approves various

disbursements;

• Posts CD and all investment interest to general ledger;

• Generates quarterly financial reports for Administrator and presents summary at scheduled meetings at

least once per quarter.

• Works with external auditors in preparation of annual financial report;

• Prepares budget transfers and adjusting journal entries to general ledger;

• Ensures the preparation and maintenance of accurate and complete financial records for the County;

• Directs the preparation and administration of the County’s annual budgets; meets with Department Heads to

discuss budgetary needs and presents budget to County Council;

• Attends financial conferences and meetings as they pertain to the County’s fiscal welfare and keeps abreast of all

new accounting rules and issued GASB pronouncements;

Education and/or Experience

Bachelor’s degree (B.S./B. A.) and two to five years related experience and/or training; or equivalent

combination of education and experience.5

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or

governmental regulations. Ability to write reports and correspondence. Ability to effectively present information and

respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to add, subtract, multiply and divide in all units of measurement, using whole numbers, common

fractions, and decimals. Ability to compute rate, ratio and percentage and to draw and interpret line and bar

graphs. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions,

percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability

Ability to solve practical problems and apply common sense understanding to carry out instructions

furnished in written, oral or diagram form. Ability to deal with problems involving variables, and deal

with situations where only limited standardization exists. Ability to interpret a variety of instructions

furnished in written, oral, diagram, or schedule form.
