Job Title: Assistant Admin/Finance Director
Department: Administration
Reports To: Admin/Finance Director
FLSA Status: Exempt
Hiring Salary Salary: $85,000 – $110,000 DOQ


Summary: Works with Admin/Finance Director to perform the accurate and timely financial
reporting of District revenues, expenses, and capital expenditures. Manages District cash flow,
reserves, grant, and bond proceeds. Works with District Management in overseeing the budget
process. Analyzes, develops, and implements internal controls for the integrity and
accurate reporting of general ledger accounts. Helps develop policies for procurement,
rates, and human resources for Board Approval. Works with Admin/Finance Director to
manage the overall efficiency of the office administration by overseeing the effective
operation of administrative software and associated workflow processes.

 

Essential Duties and Responsibilities include the following: Other duties may be assigned.
Develops, recommends, and implements approved goals, policies, priorities, and procedures
relating to financial management, budgeting, accounting, utility billing, and personnel
compensation, and workplace policies and procedures.

Ensures that the District is in compliance with all state and federal tax reporting requirements.
Compiles data and submits all required state and federal tax reporting forms.

Performs the maintenance of general ledger accounts including asset, liability, revenue,
expense, and depreciation accounts. Develops and implements controls for new financial
systems, and develops procedures to improve existing systems to ensure efficient and accurate
financial reporting.

Develops and prepares cost analysis and rate study analysis in a continuous effort to ensure
water and sewer rates accurately reflect the district's expenses and customer base water and
sewer demands.

Establishes uniform customer correspondence procedures regarding billing issues. Reviews,
approves, and supervises outgoing customer correspondence.

Performs internal audits involving review of utility billing, payments, accounts payable and
receivable, payroll, operation expenses, fixed assets, and inventory to ensure efficiency and
accuracy in revenue collection and accounts payable disbursements.

Directs the installation and maintenance of new accounting, utility billing, payroll, inventory,
property, and other related software, procedures, and controls.

Treasury Management – Works with Admin/Finance Director to manage District’s reserves and
operating accounts including investment choices, collateral coverage, and monthly
reconciliations. Works closely with bank vendors to provide the best return on District funds.

Reconciles monthly bank statements to District's general ledger accounts. Researches any
discrepancies, and coordinates necessary adjustments with banks.

Coordinates with external auditors the preparation of audit materials and Audited Financial
Report. Analyzes and prepares various revenue and expense financial reports showing past,
current and estimated future trends. Analyzes financial statements with the General Manager in
preparation for district Commissioner meetings.

Processes bi-weekly payroll through software payroll module. Sets up ACH for new
employees. Handles employee questions regarding payroll issues.

Interviews and selects job applicants in coordination with the General Manager and/or
Operations Manager. Initiates background checks on potential candidates. Processes new hire
paperwork. Develops and communicates workplace, employee policies and procedures.
Oversees employee events, ie Christmas party.

Manages special projects as assigned by the Admin/Finance Director.

Supervisory Responsibilities
In coordination with the Admin/Finance Director supervises five employees in the
Administration Department. Carries out supervisory responsibilities in accordance with the
organization's policies and applicable laws. Responsibilities include interviewing, hiring, and
training employees; planning, assigning, and directing work; appraising performance;
rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
Bachelor's degree in finance, accounting, or related field plus three years’ experience in a
financial and accounting role or eight years equivalent training and work experience in the field
of finance or accounting. Certified Public Accountant Certification preferred. Governmental
accounting and supervisory experience preferred. Certification as a Government Finance
Officer or willingness to receive certification within two years of hire date required.

Computer Skills
To perform this job successfully, an individual should have knowledge of financial software;
Microsoft Office Suite to include word, excel, office.
