The Legislative Services Agency is an arm of the South Carolina General Assembly and legislative
branch of state government. The agency provides a variety of technology needs to The Senate, The House
of Representatives, and the Legislative Council in a non-partisan and apolitical manner.

General Nature of Work
Performs expert-level professional duties in accounting, budgeting, or finance.
Examples of Work
Works closely with Accounting/HR Manager to oversee a team of employees that
perform general accounting functions. Ensures the accurate documentation of all
financial transactions and the timely payment and receipt of all moneys. Recommends
and assists in developing and implementing agency policies and procedures related to
financial management. Directs accounting for construction projects, contracts,
bookkeeping, expenditure monitoring, collections, vendor payments, financial statements,
and auditing. Oversees the agency’s purchase order process. Assists agency officials in
the implementation of state budgetary policies and procedures. Interprets and applies the
legislative intent of appropriation acts. Provides research and analysis of all data
available on state term contracts and related areas for development and implementation of
improvements on state term contracts. Review agency budgetary adjustments and new
personnel position requests, and monitors agency patterns of expenditure. Ensure
allocations, fund transfers, journal entries, account codes, and supporting documentation
comply with agency and governmental accounting principles and practices. Directs the
development, preparation, and compilation of financial data for GAAP reporting.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and theories of accounting, auditing, banking,
budgeting, or financial management. Knowledge of state governmental fiscal and
budgetary processes. Knowledge of office management and organizational concepts.
Knowledge of SCEIS financial modules and reporting systems. Ability to proficiently
apply mathematical concepts. Ability to plan and implement a financial management
program. Ability to interpret and analyze complex financial data and reports. Ability to
plan, assign, review, and supervise the work of others. Ability to communicate effectively
both orally and in writing.
Minimum Requirements
A bachelor's degree in accounting, finance, business, or a related field and 5 years professional
experience in a related area, such as accounting, auditing, finance, or banking. Experience with
the SCEIS system. Experience with General Accepted Accounting Principles (GAAP) Closing
packages.
Preferred Qualifications
Knowledge of the State of South Carolina, Office of the Comptroller General’s
Reporting Policies and Procedures
Proficiency in Microsoft Suite
Ability to interpret and analyze financial data, records, and reports.
Ability to multi-task, work independently and exhibit strong attention to detail
with a high level of accuracy.
