General Statement of Job
Key member of the city’s leadership team responsible for overseeing the city’s financial operations and ensuring fiscal integrity, transparency and sustainability. Under limited supervision is responsible for accounting, financial planning, procurement and investment of funds for the City of Walterboro. Implement investment strategies which result in high yield, low risk, and adequate liquidity for the city. Plays a vital role in shaping the city’s financial future and supporting its continued growth and service excellence. Reports to the City Manager.
Specific Duties and Responsibilities
Maintains a centralized accounting system in accordance with Generally Accepted Accounting Principles and Governmental Accounting Standards Board. Directs the establishment of financial reports for management use by department heads, City Council and City Manager. Develops and implements policies, procedures and internal controls to safeguard public funds and support strategic goals.
Leads a broad portfolio of financial functions including managing cash flow, grant administration, audit preparation, utility billing and business license revenue collections, accounts payable, human resources, and municipal court.
Responsible for preparing and coordinating with the city manager on the city’s annual budget, conducts internal audits and ensures proper financial controls and serves as a liaison to certified public accountants, external auditors, agencies and financial institutions.
Performs special projects and other related duties as required.
Qualifications:
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field. At least 5 years of progressively responsible experience in municipal accounting or finance, including 3 years in a supervisory role. Experience in governmental accounting and financial reporting is required. CGFO or CPFO certification is preferred.
Requires thorough knowledge of:
- Applicable state statutes, regulations, and local ordinances governing municipal financial practices and procedures.
- Governmental accounting practices, budgeting principles, and financial reporting standards.
- The principles and practices of automated systems and their use in a municipal environment.
Ability to:
- Evaluate complex financial systems and formulate and implement appropriate accounting methods, procedures, forms, and records.
- Prepare and analyze financial records, reports, and statements with accuracy and thoroughness.
- Establish and maintain effective working relationships with the public, department heads, governmental officials, and other city employees.
- Take initiative and fulfill duties under limited supervision.
- Perform research and present findings in a clear, concise, and effective manner.
- Supervise, direct, plan, organize, motivate, and evaluate assigned staff.
- Prepare effective correspondence on routine matters and perform routine office management details without referral to a supervisor.
Must:
- Possess excellent analytical and organizational skills.
- Possess excellent written and oral communications skills and be able to clearly and concisely communicate information to diverse audiences.
- Have considerable knowledge of administrative practices and procedures.
- Have knowledge of business English, spelling, grammar, and vocabulary.
- Be self-motivated, highly organized, able to perform multiple tasks concurrently, and able to work independently and as part of a team.
- Maintain confidentiality of nonpublic information in all aspects of the job, whether information relates to people, activities, or plans.
- Exercise initiative, independent judgment, and discretion in fulfilling job duties.
