General Description:
The purpose of this position is to partner with municipal utility leadership to analyze electric system
data, identify potential revenue losses, and support energy-related decision-making. The Utility
Analyst conducts customer audits, evaluates customer classifications and rate structures, identifies
metering gaps or inefficiencies, and provides actionable recommendations that support both
organizational financial health and customer benefit. This position works under limited supervision
and exercises independent judgment in data analysis, research, program evaluation, and reporting.
The role collaborates extensively with Utility Management, Finance, Customer Service, and Energy
Services to support operational excellence and informed decision-making.
Minimum Education and Experience Requirements:
Bachelor’s degree in Engineering, Finance, Data Analytics, Energy Management, or a related field.
Requires Four (4) to six (6) years of experience in utility billing, energy analytics, data analysis, or
electric system operations. Experience with electric utility billing systems and energy metrics is
strongly preferred. The equivalent combination of work experience and education may be
considered.
Special Certifications and Licenses:
Valid Driver’s License Project Manager Certification or Certified Government/ Public Finance Officer;
or ability to obtain within two years.
Desirable Knowledge, Skills, and Abilities:
 Strong knowledge of electric utility billing, energy metrics (kWh, kW demand, load factor),
rate structures, and tariff application.
 Knowledge of metering systems, AMI/AMR platforms, and utility data workflows.
 Considerable analytical skill with the ability to identify trends, anomalies, and opportunities
for optimization.
 Strong communication skills for interacting with operations staff, leadership, customers, and
external partners.
 Mastery of advanced Microsoft Excel, including complex formulas, pivot tables, data
modeling, and reporting automation.
 Ability to develop clear and concise reports, visualizations, and recommendations for diverse
audiences.
 Ability to interpret and apply utility rate schedules, contracts, and regulatory guidance.
 Ability to collaborate effectively with utility leadership for knowledge acquisition, idea
exchange, and solution development.
 Strong critical thinking and problem-solving abilities.
 Ability to maintain confidentiality, work under deadlines, and manage multiple priorities.
 Ability to deal with people beyond giving and receiving instructions. Must be adaptable to
performing under stress when confronted with emergency situations or tight deadlines. 
 Ability to maintain positive customer-focused relationships with co-workers, supervisors,
agencies, the general public, and all other internal and external customers.  Personally
demonstrates appropriate customer service skills.

 Work is performed onsite. The incumbent must be present at work to perform the essential
functions of this job.
Essential Job Functions:
1. Conducts electric, water, and sewer utility revenue assurance activities, including identifying
potential losses in revenue, meter data anomalies, billing discrepancies, or data
inconsistencies.
2. Performs audits of wholesale customers and large commercial accounts to verify billing
accuracy, contracted rates, metering performance, and compliance.
3. Evaluates customer classifications and usage patterns; develops recommendations for
reclassification or reassignment to more optimal rate structures that balance customer value
with municipal energy management goals and with respect to our purchased power costs.
4. Identifies opportunities for improved metering synergies, including technological upgrades,
system integrations, and data-flow enhancements.
5. Analyzes energy consumption data, weather trends, peak load patterns, and forecasting
models to support energy purchasing decisions and long-term load planning.
6. Supports the evaluation of electric energy purchase options by providing scenario modeling,
cost-benefit analysis, and market research.
7. Prepares analytical reports, dashboards, and presentations for utility leadership, City
Management, and City Council as needed.
8. Collaborates with cross-departmental teams to support continuous improvement initiatives,
revenue optimization, and customer experience enhancements.
9. Conducts research and provides analytical support for policy changes, operational
improvements, financial modeling, and strategic planning.
10. Responds to inquiries and provides subject-matter expertise related to rates, energy metrics,
billing structures, and metering performance.
11. Supports community engagement efforts by helping prepare clear, accurate materials that
communicate rate information, consumption trends, or program changes.
12. Performs all other duties as may be assigned to meet organizational needs.
Additional Duties:
 Assists with special projects related to utility modernization, technology evaluations, and data
integration.
 Evaluates pilot programs, emerging energy technologies, and regulatory changes for
potential local impact.
 Coordinates with external partners, agencies, and consultants on energy-related studies or
audits.
 Performs other related work as assigned.
