Our Chief Financial Officer (CFO) oversees Finance and Procurement. This position has responsibility for the financial well-being of the agency, ensuring that federal grants and state funding are aligned with the agency's mission and strategic direction. The CFO is responsible for budget development and administration, state accounting and reporting, and federal cost accounting and reporting. This position directs the implementation of adequate financial controls for compliance with federal, state, contractual, budgetary, accounting and audit guidelines. The CFO builds a financial framework that allows program managers and senior leadership to deliver on annual goals, objectives, and long-range agency initiatives. 

An ideal candidate will have thorough knowledge of principles, concepts, and practices of financial accounting and budgetary systems. The candidate also will  have knowledge of state governmental fiscal and budgetary processes and federal accounting rules, and the ability to interpret complicated federal and state statutes, rules, and regulations.

Key Responsibilities
  • Direct the execution of complex financial, budgetary, and automated program systems.
  • Manage a large staff of paraprofessional and professional accounting and budgeting personnel.
  • Interpret and analyze financial data and reports.
  • Develop the agency’s comprehensive budget which includes forecasting revenues and expenditures, and analyzing programmatic effects.
  • Serve as primary contact with state agencies for fiscal information.
  • Oversee SCEIS (SAP) state-wide accounting system, GAAP financial reporting, and audit engagements.
  • Direct all financial matters for the agency, coordinating with Procurement, Budget, and Accounting directors.
  • Promote an effective, customer-driven workforce system, responsible for human resource activities, and a professional work environment.

Minimum and Additional Requirements

Education and Experience

A bachelor’s degree in accounting, finance, economics, or business administration with a minimum of five years of professional experience. A minimum of three years of experience managing a financial system with both accounting and budgetary responsibilities or three years directing a major organizational unit within a complex financial system.

Additional Requirements

Position may occasionally require driving and overnight travel.

 

Preferred Qualifications

Certified Public Accountant is preferred.
